Granted, in order to appear 'toned' instead of 'scrawny'...you need to have some muscle to start with, and is the reason its important not to under eat and to train intensely with heavier weights. Just going through the motions, especially with puny weights doesn't do anyone any good unless its for physical therapy or some very specific training strategies designed by people with degrees in exercise science for specific athletes.
the vast majority of people just need to work harder when they workout and eat more sensibly to improve their muscle tone. adding a little muscle and losing 5-10 lbs of fat can do some dramatic things to people who are just a little high on bodyfat %.
