I don't know how tall that is, but you're roughly 118 lbs, I believe. The 23% bf isn't good, try to get it around 15-19, but I can't calculate the height to be sure.
It depends on your sex, age and body type. In general something around 8-15% is good for males, 12-25% for females.
I don't see how height has anything to do with what body fat percentage is healthy? The good thing about body fat percetage measurement is that it removes height and weight from the healthy body composition equation. The bad thing about body fat percentage measurements is it is very difficult to get an accurate number.
