Body fat 10% measured, still no abs

Hi there,

I am here to ask some favor from experienced body builders.
I recently measured my body fat in the gym and it reports 10%, measured by TANITA.
however from my appearance I think I am not the case.

Could anyone help me with some insights what my body fat would be like?

my parameters are below:

weight:140lbs, 63.6kg;
height: 172cm, 5'7";
Daily calorie consumption: 2000 calories.
Exercise pattern: weight 1 hour* 5 times a week, cardio: 0.5 hours running*2 times a week; cycling 1 hours * once a week;

also, could you please give me any advice on how I should proceed?

Should I do cardio or interval intensity to cut, or build my muscle first?
I was notified that when building body muscle the fat can also be consumed more.
also as to my size of body I don't think I can gain a lot of weight.. I tried to bulk once to 70kg and i looked just faaaaat.

I'd say 14% ish, tanita is known to be anywhere from 4-7% off. Typically at 10-12% most people have a 6 pack.
