About Mass and Strength

been working out almost 1 year and half now
i am happy with my progress
i weight 150 lb i bench 170lb, couldn't even bench 90 lbs b4
my question is should i do high reps such as 10 to 15 with lighter weight till my muscles are sore for 3 sets each excercise? or lift heavier weight with only 8 to 10 reps?
i want my mass but i also want to increase my strength, is it possible??
IE. i think my shoulder is smaller then other part of my body parts, so should i do each 3 sets 10 to 15 reps of shoulder excersizes until they are sore in order to increase the mass/size of my shoulder??? or 8 to 10 reps of heavier weight, excercise like lateral raise, or front raise.
 
1-3 is strenght without mass, 4-8 is strenght and mass, the higher towards 8 the more focus on mass. Thats the basic "rules" 5x5 is good for mass and strenght. Waterbury, a man who knows his ****, also advocate for 4x6 and 10x3.
