20 and beautiful= near figment of imagination, advice appreciated

After going through diet after diet, and attempting various different sports classes, I have started to conclude something, but I do not know if I am correct or not. I usually have an athletic build, I got sick and lost 17 pounds and was 110 and thin, but my muscles went away and despite the weight loss the fat remained on my abdomen and inner thighs, despite the fact it had left from my face and somewhat from my arms.

Is it possible, that I am not "made" to be the slender type, but more so the toned athletic build? and if so would that mean that I would have a higher weight due to more muscle density? At the moment I am 141 but I am not huge. I am wearing size 5 jeans, european size 29/30. My upper half is "gifted" and I have hips, and a butt. One of my concerns for my weight is my height. I am 5' 1.25 inches and this causes me to worry because clearly my BMI is not reading in my favor. I have been killing myself over the development of my weight gain, but I think it may be time I view it from a different perspective. I would like to tone up my abdomen muscles as well as those in my arms and thighs. (without looking unfeminine)

I was told once that if you try toning without losing fat you will just get bulky because the muscle will form under the preexisting fat. Is there truth to this, and if so how can I go about working out (light-mild) in order to achieve decent results? I have given up believing in overnight miracles, so time is more or less not an issue, I suppose I will only get out what i put into it. Also, if anyone has any dietary advice I am interested. For the moment I have opted to try raw foods, sticking to fruits and veggies and leaving out carbs, this also helps me from another perspective. I have issues with some dairy, as well as some fructose products which happen to be key ingredients in pastas, breads, etc.
