How can I improve my workout?

I'm trying to slim my thighs down a bit (I'd be more than ok with a couple of inches), and improve my cardiovascular fitness. This is my workout (I aim for 5 days a week, but due to school/work it ends up being 2-3 days/week):

-Elliptical in manual mode, 5-7 minutes, resistance 5
-Exercise bike, level 2 weight loss mode, 20 minutes
-Treadmill in manual mode, 20 minutes, speed 4.6 km/h, incline 8

I always walk on the treadmill, never jog/run. I'm wondering if this is a decent workout, and what I can do to improve my workout?

I think it's worth mentioning that I'm 19, female, 5' tall, 120 lbs. When I workout, my heart rate remains in the 175-180 range. I'm also a complete beginner, so I have no idea if I'm doing any of this right!

I would recommend doing some interval training. So instead of doing the same intensity on the cardio machines for the whole time u r on them. Start doing some high intensity bursts that really bring your heart rate up, followed by some lower intensity active recovery segments. You can do this on any of the equipment, the key is to get really out of breath in the hi intensity segments and only just recover in the lower ones. this will not only increase your fitness level, but it is known to be one of the best ways to lose fat.
The other thing I would highly recommend is adding some weight training in. Most women are scared of bulking up, but unless you are doing steroids women just don't have enough testosterone to get really bulky. The key is to use weights with which you can do 20-25 reps. But what I mean by that is, by the end of the last rep you literally can't do another one. The more muscle you have the higher your metabolic rate will be, which means you will burn more fat. If you are unsure of what sort of exercises you should be doing for the weight training, then why not get yourself a workout DVD. There are so many good ones out there that will teach you proper form and technique. I have been using them for 20 years and still totally love them. The Firm have some great cardio and weight training dvds that will get you started.
You also have to make sure your diet is good. Eat enough lean protein and cut down on any highly processed foods. You should be eating food as close to its natural state as possible - so wholemeal or multigrain instead of white.
