Proper Dead Lift

I've been reading The New Rules of Lifting and following the break in program which has me doing dead-lifts for the first time in my life.
I don't think that the book goes into enough detail on proper dead-lift technique though. I'm not quite sure what to do at the bottom of my lift. Do I touch the weight to the floor before I perform my next lift?

Also, my whole back is lit up from doing my routine yesterday. I know I should probably wear a back brace belt while doing these lifts, but I have a horribly weak back and am hoping to develop some strength and durability in it through dead-lifts. The belt will limit my progress in that regard. Are there any stretches I can do after my work-out that will limit the next days lower back pain? Any suggestion will be greatly appreciated. Lower back pain is second only to tooth aches imo.
 
Possibly your form is off and you're relying on your lower back solely rather than glutes and hams.

I have some time off here in a few weeks; I'll come visit your gym and look at your form.

I'm trying to push off with my feet but I think my back is doing the majority of the work.
Truth be told.. I don't have great control over my body yet. I'm getting better each day, but I'm not there yet. It's hard for me to do a bench press without incorperating some meaningless movement in my lower body. Once I get more control over my individual muscles, I think I'll do a lot better.
 
Keep the weight reasonable while you are learning form. Your best friend for keeping soreness down is getting nutrients in your body ASAP after your workout. I'm talking like, have a dextrose/whey shake waiting in your car. That's what I do at least...
 
I do sandwhich my lifting sessions with protein. I don't think I do the dextrose though. I'll have to get me some of that.
 
California is great to visit, but I wouldn't want the cost of living there. However, I may compete in a Highland Game there and I'll use it as an excuse to visit you Lei.

Now being a viking would be cool. I thought you lived in the States?! My mind is slipping with my recently acquired old age.
