Im wanting to bulk up but I need to lose some fat first....Should I work on the weight lifting with lots of proteins?

To generally answer your question here though... an optimal fat loss program will include weight lifting. So even when you're not trying to bulk up, you should be lifting weights. Why? The link above will answer that.
And protein requirements actually go DOWN when you're bulking.
Up when you're dieting.
Or should I focus on a low calorie diet with lots of cardio to remove the fat first then once I get near my goal start trying to buff up?
Couple of things here:
1. You don't need low calories to lose fat. You simply need a calorie deficit. Going too low, especially when coupled with lots of cardio, is a surefire way to mess things up.
2. To give you the best advice, we'd really need to see your stats. Sex, age, height, weight?
3. Bulking up requires a caloric surplus. Losing fat requires a caloric deficit. When you bulk up, even when doing things perfectly, you'll add some fat. You won't automatically get toned. That said, without knowing much about you, you're best bet would most likely be cutting some fat before focusing on building muscle.
4. If you're untrained and/or carrying a good bit of fat... even when you're losing fat (calorie deficit), there's a good chance you'll add *some* muscle if you're doing things right with the weights.

These stats aren't terrible. Pretty much my stats at times. Use your own judgement regarding whether you want to bulk or cut. My words above stand regarding cutting.
