You'll need a tape measure.. presumably one tailors use when they measure you for pants. Measure yourself around the waist at the belly-button (or around the waist where your measurement is greatest.) That's the only way you will know your inches exactly. The other information you provided doesn't help in determining waist size. It's a separate measurement.
