BMI is calculated from your body weight and your size and therefore should not be so strictly interpreted. For you to determine if you are really malnourished and if you need to gain weigh, just remember to take into consideration your physical appearance, your metabolism and your age. Thus you should know that a too lower BMI is not as bad as a too high one and does not systematically induce to gain weight. How old are you and what are your favourite sports activities?
