I am a highly active person and I think I have been losing muscle. To gain back muscle and not fat Is it better to eat more or do less?

    You may be overtraining. A muscle needs 72 hours of rest to regenerate fully. If you train a specific muscle too often you run the risk of entering a canabolic state where your muscle looks for an immediate source of extra protein. So it feeds on the closest source. Itself! Give yourself good rest periods and 30% - 40% lean protein.
