You could try very high repetition chest exercises. What most people think of when they think of cardio is walking, running, stepping, etc. These are just high repetition leg exercises. They tend to be more effective at burning fat because they involve large muscles which cause your heart rate and your oxygen intake to increase significantly. You can get similar, although not as effective, results from doing any exercise in very high repetitions. Try bench press, lying flyes, pullovers, etc. Start with 100 reps and work up to 500-1000. I have seen some amazing results with abs done this way, but it should work the same for any body part.
That said, many of us tend to have places where the last bit of body fat lingers as we loose weight. For some it is hips, thighs, love handles, etc. We can be very slim and still have significant fat deposits in that one area. It's genetics and there is not much you can do about your bodies tendancy to accumulate fat in those places.
One last note: women who are top heavy tend to have back problems later in life, sometimes debilitating. A few sets of stiff legged deadlifts or hyperextensions a week can prevent or cure this problem. I see way too many people who resort to risky surgery to fix something that a little exercise would have prevented or could easily cure.
