I think the problem is that there realy isn't much muscle there to "tone". That area is mostly connective tissue (tendons and ligaments), skin and fat. If you look at an anatomy chart there are large tendons running from the pectoral muscles to the upper arm bone through the area you are talking about. The solution is 4 steps:
1. exercise the surounding muscles: upper chest (pectoralis minor), front deltoids
2. reduce body fat
3. stretch and strengthen the connective tissue in that area
4. tone the skin so it tends to retract after stretching
A good wieght workout will do all of these, although significant reduction in body fat may require a chnage in eating habits as well. For weight exercises: bench press, incline bench press, parallel bar dips, reverse bench pushups, pullovers, lying lateral raises, front raises, military press. Especially empahasize full range of motion and stetching and tensing at the extremes of the range of motion. I would do some stretching pullovers and stretching lying lateral raises (flyes). That is a couple of sets of 15 or so reps with light dumbell(s), but really stretch as far as you can go at the bottom of the movement.
